I. RECOMMENDATION:
Staff is requesting approval to re-open one
non-paid Reserve Police Officer Position.
II. BACKGROUND:
In the past, the Police Department used Reserve
Officers to help supplement patrol. With budgetary issues over the years,
the Police Department has given up those positions, both paid and non-paid, to
help pay for full-time positions. The Police Department currently has
one paid Reserve Officer position, and no non-paid Reserve Officer positions.
California Peace Officer Standards and Training (POST) require Reserve Police Officers, paid and non-paid, to work a minimum of 16-hours per month to make sure they maintain their skill level and remain current with current trends in law enforcement. POST also requires that a minimum of 24-hours of continuous POST approved training courses be completed.
III. DISCUSSION:
The Police Department would like to add one
non-paid Reserve Officer position at the request of a full-time officer who is
no longer able to continue working full-time hours. This will help supplement
patrol needs without using overtime with regular officers and keep an
experienced officer with the agency and allow the hiring of a person who is
able to commit to the time needed for a full-time position. Overall, this
is a minimal cost position and would help increase the number of officers
working without putting strain on the budget.
IV. ALTERNATIVES:
Do not approve the re-opening of this position.

V. FISCAL IMPACT:
There will be minimal cost to the general fund associated with re-opening this position in the form of Workers Comp Insurance (approximately $1,600 per year). The required POST training will come out of the Police Departments training budget, which will not require an increase from the current allotted amount. |
