I. RECOMMENDATION:
Senior Administrative Analyst recommends City Council authorize the City Manager to execute a professional services agreement with Mead & Hunt to provide Airport Engineering Design Consulting Services for the New Coalinga Municipal Airport (C80).
II. BACKGROUND:
FAA requires airport sponsors (the City) to select or re-select a qualified airport consultant for Engineering services.
The City of Coalinga issued a request for Statements for Qualifications for Airport Design and Engineering Services on May 19, 2026. Responses were due by 4:00pm on June 22, 2026.
One firm, Mead & Hunt, Inc submitted qualification for Airport Design Engineering Consulting Services.
III. DISCUSSION:
Staff issued a request for Statement of Qualifications to Perform Airport Engineering Consulting Services for the New Coalinga Municipal Airport (C80). One response was received. A selection committee comprised of the Assistant City Manager, Building Inspector and Airport Manager reviewed the response and deemed Mead & Hunt Inc. a qualified firm.
IV. ALTERNATIVES:
Do not authorize the City Manager to enter into a professional services agreement with Mead & Hunt. Staff does not recommend.
V. FISCAL IMPACT:
This agreement is primarily funded through the FAA Infrastructure Investment and Jobs Act IIJA. Funding through the FAA (80%) and the local match (20%) has been budgeted in the Airport Engineering & Consultants 101-435-88091. Costs associated with this agreement will be approved through subsequent task orders on a project basis. |
