I. RECOMMENDATION:
Staff recommends that the City Council approve the attached resolution adopting the amendment of the Deputy Financial Services Manager job description
II. BACKGROUND:
The Deputy Financial Services Manager classification was last updated on June 3, 2008, and no longer reflects the current operational needs of the Financial Services Department. Since that time, the Department has expanded its responsibilities through the implementation of new financial processes, including the City's investment program utilizing U.S. Treasury securities, enhanced treasury management, and continued modernization of financial operations.
The revised classification also assigns responsibility for overseeing the City's budget administration, accounting operations, annual audit, treasury management, financial systems, and supervision of the accounting division. Updating the classification will better align the position with the Department's current operational structure and goals, clarify management responsibilities, and ensure the position reflects the complexity and scope of work necessary to support the City's financial operations.
III. DISCUSSION:
The proposed revision modernizes the Deputy Financial Services Manager classification to reflect the current operational and management needs of the Financial Services Department. The classification has not been comprehensively updated since June 3, 2008, despite significant changes in the Department's responsibilities.
Since the last update, the Department has implemented new financial programs and operational initiatives, including the City's investment program utilizing U.S. Treasury securities, expanded treasury management responsibilities, enhanced financial reporting, and increased reliance on technology and business process improvements.
The updated classification provides management oversight of the City's accounting operations, budget administration, annual audit, treasury functions, financial systems, and accounting division. The position will supervise professional accounting staff, ensure compliance with governmental accounting standards, strengthen internal controls, and support the continued modernization of the Department's financial operations.
The revised classification also enhances succession planning and organizational continuity by establishing a management position capable of assisting the Financial Services Director with strategic planning, complex financial initiatives, operational oversight, and implementation of City priorities.
Updating the classification improves organizational efficiency by clearly defining management responsibilities, reducing overlap among classifications, and aligning the position with the Department's current operational structure and service delivery expectations.
To reflect and address the operational needs, staff will be reclassified to carry on the additional duties beyond the current job classification. This position will absorb the Business Systems Analyst position. This is not a new position, it will be a reclassification.

V. FISCAL IMPACT:
The Funding for the Deputy Financial Services Manager position was included in the FY26/27 budget, which was approved on June 16, 2026. The position annual salary is $90,838, plus applicable benefits and employer-paid costs.
