I. RECOMMENDATION:
Staff recommends that the City Council approve the attached resolution adopting the new job description for the Financial Services Analyst.
II. BACKGROUND:
The new Financial Services Analyst job description represents a strategic investment in the City's financial management capabilities. As the City continues to implement new financial initiatives and place greater emphasis on long-term planning and performance measurement, dedicated analytical resources are necessary to support informed decision-making and continuous organizational improvement.
The job description will provide management with meaningful financial analysis and performance data to evaluate programs, allocate resources more effectively, and measure progress toward City Council priorities. In addition, the position will strengthen internal financial operations by providing technical accounting support during critical functions such as account reconciliations, audit preparation, and financial reporting. Establishing this classification enhances the Department's capacity to support both strategic initiatives and day-to-day financial operations while improving efficiency, accountability, and organizational effectiveness.
III. DISCUSSION:
The proposed Financial Services Analyst classification is a new position established to support the City's growing emphasis on strategic financial planning, data-driven decision-making, and continuous process improvement. The position is designed to lead budget development and monitoring, implement and support Priority-Based Budgeting, develop key performance indicators (KPIs), perform financial analytics, and provide management with meaningful financial data to support informed decision-making. These responsibilities directly align with the City Council's goals of improving financial transparency, accountability, and long-term fiscal sustainability.
In addition to its analytical responsibilities, the Financial Services Analyst will continue to support the accounting division by performing complex account reconciliations, assisting with the annual audit, financial reporting, and other technical accounting assignments as needed, providing additional resources to strengthen the City's financial operations and internal controls.
To reflect and address the operational needs, staff will be reclassified to carry on the additional duties beyond the current job classification. This position will absorb the Accounting Technician position. This is not a new position, it will be a reclassification.
The Financial Services Analyst position was approved and budgeted as part of the FY 2026-27 Adopted Budget. During implementation of the approved reclassification, staff identified that an incorrect salary schedule was inadvertently used when calculating the position's budgeted personnel costs. As a result, the position is currently underfunded by approximately $5,000. This was a clerical budgeting error and does not affect the Council's prior approval of the position. Staff will return in August with a budget amendment to appropriate the additional funding necessary to fully support the approved position.
The proposed budget adjustment is administrative in nature and is intended solely to align the budget with the approved salary schedule for the position. It does not create a new position or modify the Council's previously approved staffing plan.

V. FISCAL IMPACT:
The Funding for the Financial Services Analyst position was included in the FY26/27 budget, which was approved on June 16, 2026. The position annual salary is $64,557, plus applicable benefits and employer-paid costs. This position will not result in a new additional body rather a shifting of current employees into this position. |
