I.    RECOMMENDATION:

Staff recommends that the City Council approve and revise the attached resolution adopting the job description for revising the Financial Services Supervisor and pay class.



II.    BACKGROUND:

The Financial Services Supervisor classification was originally developed with a primary emphasis on clerical accounting and transactional functions. As the Financial Services Department has evolved, the position's responsibilities have expanded beyond clerical oversight to include operational leadership, employee development, and supervision of critical finance functions.

 

The proposed revision modernizes the classification by emphasizing supervisory responsibilities, staff development, workflow management, and operational oversight. The revised classification also establishes responsibility for supervising the City's revenue operations, including accounts receivable, accounts payable, utility billing, business licensing, cashiering, and customer service, while incorporating payroll auditing responsibilities to ensure compliance with City policies, personnel rules, collective bargaining agreements, and applicable payroll laws. The updated classification better aligns the position with the Department's current operational structure and management needs.



III.   DISCUSSION:

The proposed revision updates the Financial Services Supervisor classification to better reflect the current operational and supervisory needs of the Financial Services Department. The existing classification primarily emphasized clerical accounting functions; however, the position has evolved into a first-line supervisor responsible for managing daily finance operations, developing and mentoring staff, and ensuring efficient service delivery.

The revised classification places greater emphasis on leadership, employee supervision, workflow management, and operational oversight of accounts receivable, accounts payable, utility billing, business licensing, cashiering, and customer service. It also formalizes responsibility for auditing payroll to ensure compliance with City policies, personnel rules, collective bargaining agreements, and applicable payroll laws. These revisions better align the classification with the Department's organizational structure, strengthen operational accountability, and support the continued delivery of efficient and effective financial services.

The proposed revision also includes an adjustment to the position's compensation classification from Pay Class 31 Basic to Pay Class 33 Basic, while the position will remain classified as FLSA Exempt, reflecting the increased supervisory responsibilities, expanded operational oversight, and elevated level of management responsibility assigned to the position.

Not approve the recommendations



V.    FISCAL IMPACT:

The Funding for the Financial Services Supervisor position was included in the FY26/27 budget, which was approved on June 16, 2026. The position annual salary is $90,838, plus applicable benefits and employer-paid costs.
