I. RECOMMENDATION:
The Assistant City Manager recommends approving Resolution No. 4339 Confirming Diagram & Assessment Annual Levy – 2026/2027 Landscape & Lighting Maintenance District No. 1993-1A (Coalinga) for the purpose of creating a LLMD fund to collect tax assessments.
II. BACKGROUND:
On July 17, 2025 Council moved forward with approving Joint Resolution No. 4279 Confirming Diagram & Assessment Annual Levy – 2025/2026 Landscape & Lighting Maintenance District No. 1993-1A(Coalinga)
III. DISCUSSION:
The City Engineer has prepared (attached) the annual engineers report for LLMD 1993-1A to ensure that there is proper funding to maintain the landscaped areas within the district.
The maintenance and incidentals for improvements consist of landscaping, trees, shrubs and ground cover, irrigation systems, irrigation controllers, valves, sprinklers and bubblers, water services to all landscaping and trail with minor irrigation. The landscaping areas, including medians consists of Bordeaux Way, Chardonnay Lane, Merced Avenue, Burgundy Way, Lucile Avenue (north side only) and minor trail along Warthan Creek serving Tract No. 5451 and El Rancho Blvd. serving Tract No. 5344, and Tract No. 5339.
The breakdown of the costs of maintenance and other expenses in connection with the operations, maintenance and incidentals for the City of Coalinga, Landscape and Lighting Maintenance District 1993-1A are described in Exhibit "A" of the Engineer’s Report.
IV. ALTERNATIVES:
None.
V. FISCAL IMPACT:
The total in assessments is expected to be $63,307.04 based on the Engineer’s Report. This is expected to be collected in FY27. | | |
