I. RECOMMENDATION:
The City Attorney recommend the City Council adopt Resolution No. 4337 calling for a Municipal Election to submit to the voters a local ballot measure extending the sunset date fore the one-percent transactions and use (sales) tax to continue to fund City services including police and fire protection; and other general services and requesting the Board of Supervisors of Fresno County to consolidate a Municipal Election on a local measure with other elections to be held on November 3, 2026.
II. BACKGROUND:
The citizens of Coalinga previously approved a local ballot measure to adopt a one-percent transactions and use (sales) tax to continue to fund City services including police and fire protection. This measure was passed by the voters at the November 4, 2018 election.
The transaction and use (sales) tax was adopted into the Coalinga Municipal Code and calls for an expiration date on April 1, 2029. This resolution would allow the renewal to be placed on the 2026 general election for a new expiration date of April 1, 2039.
III. DISCUSSION:
The attached resolution proposes extending the expiration date of the transactions and use (sales) tax to 2039.
IV. ALTERNATIVES:
Do not adopt Resolution No. 4337, allowing the the transactions and use (sales) tax expire on April 1, 2029.
V. FISCAL IMPACT:
There will be a cost associated with the election. The FY 2026-2027 proposed budget includes $10,000 to cover elections costs. | | |
