I.    RECOMMENDATION:

Adopt Resolution No. 4338 approving the Side Letter of Agreement between the City of Coalinga and the Service Employees International Union (SEIU) Local 521 and authorize the City Manager to execute the agreement.

II.    BACKGROUND:

The City of Coalinga and the Service Employees International Union (SEIU) Local 521 have concluded the meet-and-confer process regarding compensation adjustments for employees represented by the General Employees and Public Safety Non-Sworn bargaining units. The discussions resulted in a mutually agreed upon Side Letter of Agreement that establishes wage increases for eligible represented employees.

III.   DISCUSSION:

The Side Letter provides a 3.5 percent salary increase effective April 1, 2026, for all employees represented by the SEIU General Employees bargaining unit. The agreement also provides a 3.5 percent salary increase effective April 1, 2026, for employees represented by the SEIU Public Safety Non-Sworn bargaining unit, with the exception of the Public Safety Dispatcher classification series, which is excluded from this agreement.

 

The negotiated wage adjustments are consistent with the terms agreed upon by the City and SEIU through the meet-and-confer process. Following acceptance by the City Council, staff will implement the salary adjustments and process the applicable retroactive compensation in accordance with the executed Side Letter.



IV.   ALTERNATIVES:

The City Council may:

  1. Approve Resolution No. 4338 Accepting the Side Letter Agreement as presented.
  2. Provide alternative direction to staff.


V.    FISCAL IMPACT:

The fiscal impact associated with the negotiated wage increases has been incorporated into the Fiscal Year 2026-2027 Adopted Budget. Funding is available within the respective departmental personnel budgets to implement the salary adjustments, including retroactive compensation effective April 1, 2026.
