Subject:Notice of Completion for WTP Upgrades – Raw Water Intake Improvement Project

I.    RECOMMENDATION:

It is recommended that the Coalinga City Council accept the WTP Upgrades - Raw Water Intake Improvement project as complete;

  • Authorize the City Engineer to file the Notice of Completion for the project with the County Recorder and notify surety to exonerate contract bonds, and;
  • Authorize the Finance Department to release the 5% construction retention payment to GSE Construction Company, Inc. 35 days after recordation of the Notice of Completion by the Fresno County Registrar-Recorder’s Office, contingent upon no claims being filed on the project.


II.    BACKGROUND:

On May 2, 2024, the City Council awarded a construction contract to GSE Construction Company, Inc. in an amount of $879,000.00, with an additional contingency of $87,900.00 set aside for any unforeseen incidentals for a total authorization amount of $966,900.00   

 

On February 20, 2025 a Change Order regarding additional materials was approved for $87,201.00

 

The City of Coalinga passed a water bond in 2020 where there were several water infrastructure projects identified on a list to undertake as part of the water infrastructure bond. Two (2) of these projects were the raw water intake screens replacement (moss screens) and the other was related to wash water reclamation and sludge drying bed improvements. The City of Coalinga entered into a professional services agreement with MKN to provide engineering design and construction support services for the proposed water infrastructure projects and all subsequent work was undertaken through task orders.

 

A notice to Proceed was issued to GSE Construction Company, Inc. providing 150 working days to complete construction. 



III.   DISCUSSION:

The project which was scheduled for completion on January 23, 2025 was substantially completed on December 18, 2024.  The End Construction date is March 18, 2026, due to the Slide Gates Replacement & Redesign.

 

The project saw an increase for clean-out ($19,881) & new gates ($87,201). The final contract amount is $986,082.00.

 

A final inspection of the project was performed 3/19/2026, which included preparation of a final punch list of items. The punch list items were completed on 3/19/2026.  The notice of completion, when filed, begins a time period for which mechanics liens, liens against the contractor, and stop payment notices can be filed against a public construction project. It is a protection for the City during a construction project. Staff is not aware of any issues related to this project.

IV.   ALTERNATIVES:

None.

V.    FISCAL IMPACT:

This project is funded using a combination of ARPA Funds and 2021 Water Bond Funds.

 

There is no fiscal impact to the General Fund.
