I.    RECOMMENDATION:

Adopt Resolution No. 4318 Related to the Emergency Repair Services for Sedimentation Basin 3 Traveling Bridge System

II.    BACKGROUND:

The Sedimentation Basins at the treatment plant play a critical role in the production of drinking water, removal of solids from the surface water supply, upstream of the filters. Without functioning sedimentation basins, the filters cannot appropriately remove solids and produce an effluent that meets state and federal standards for potable water. The traveling bridge system on Sedimentation Basin 3 (constructed approximately 30 years ago) vacuums settled sludge from the bottom of the basin as the system travels the length of the basin (90 ft) and discharges them to the sludge drying beds. If Sedimentation Basin 3 is offline, the plant cannot meet summer demands.

 

Responding to reports of equipment malfunctions and other issues that have left the system difficult or incapable of operation, Westmost recently conducted a condition assessment and provided a report of recommended emergency repairs totaling $93,000. MKN was tasked with reviewing this scope of work and identified the key repairs required to get the system functioning again, and Westmont subsequently provided a revised quote reflecting the pared down scope of work.

III.   DISCUSSION:

Attached is the work order for construction engineering from Westmont for emergency repairs to the Traveling Bridge System, a total of $69,550. Once approved by the City Council, Westmont will begin these repair services in order to proceed with this project expeditiously. 

 

The quote from Westmont includes 8 bearing flanges at $870 each and 4 bronze thrust wasters at $915 each and the repair at $58,930 for a total, not to exceed, $69,550.00



IV.   ALTERNATIVES:

  • Approve the resolution for emergency repair (recommended)
  • Not approve the resolution and direct staff to research alternatives (not recommend)


V.    FISCAL IMPACT:

This project is funded from the Water Treatment Plant budget and has sufficient funds to cover the expense.

 

There will be no impact to the General Fund.
