I.    RECOMMENDATION:

It is recommended that the Coalinga City Council award a contract in the amount of $404,051.00 to Robbie's Construction for the Ramsey Park Splash Pad. It is also recommended that a contingency of 10% ($40,405.10) be included in the Council action to cover any unforeseen incidentals for a total authorization amount of $444,456.10.



II.    BACKGROUND:

On April 21, 2022, the Coalinga City Council authorized funds for proposals for various phases of the Ramsey Park Splash Pad Project. The project includes a Splash Park, authorized on July 6, 2023, and a Bathroom & Shade Structure, both authorized on November 2, 2023. The Contractor will coordinate installation of these phases.

III.   DISCUSSION:

City Staff received and opened 6 bids for this project on March 24, 2026, at 2:00pm. Robbie's Construction was the apparent low bidder with a total bid proposal of $404,051.00. The Engineer’s Estimate was $314,300.00. The entire bid summary is included as Attachment “A”. Robbie's Construction, has furnished the required bid bond. If the City Council decides to award the project to Robbie's Construction, and the ”Notice to Proceed” is issued, the Contractor will have 48 working days to complete the work. The following is a tentative schedule:

 

Award of Contract: April 2, 2026

  Start of Construction: April 20, 2026

Completion of Construction: June 25, 2026

IV.   ALTERNATIVES:

The alternative to this council action would be to reject all bids.  If all bids are rejected, the City would have to re-advertise or cancel the project. Staff believes that re-advertising the project will not result in lower bids.

V.    FISCAL IMPACT:

Total authorization request for this contract is $404,051.00 with an additional 10% contingency of $40,405.10.00 for a total of $444,456.10. This project is funded within the FY26 budget as a one-time project. This project is being funded by the General Fund.
