STAFF REPORT - CITY COUNCIL/SUCCESSOR AGENCY/PUBLIC FINANCE AUTHORITY

I.    RECOMMENDATION:

That the City Council:

 

  1. Discuss and entertain interest and possibly appoint up to two Councilmembers to fill vacant South San Juaquin Valley Division related policy committee positions with the League of California Cities, focusing on Public Safety and Transportation policy areas; and

 

  1. Authorize travel authorization and reimbursement for appointed Councilmembers attending related meetings in accordance with the City's travel policy.



II.    BACKGROUND:

Members of the South San Joaquin Valley Division (SSJVD) of the League of California Cities have two vacant policy committee positions available for Councilmember participation. These vacancies provide an opportunity for the City to enhance its regional representation and engagement in statewide policy discussions affecting public safety and transportation.

 

Mayor Nathan Vosburg has recently been appointed to serve on the League of California Cities’ Governance, Transparency, and Labor Relations Policy Committee for a one-year term in 2026. In light of this appointment, SSJVD has reached out to determine whether additional Coalinga City Councilmembers may be interested in serving in these two vacant roles.

 

Participation on League policy committees allows Councilmembers to contribute to the development of statewide advocacy positions, share regional perspectives, and report back to the City Council on policy matters that may impact the City of Coalinga.



III.   DISCUSSION:

Appointments to SSJVD-related policy committees are made by the City Council and typically involve attendance at in-person and virtual meetings throughout the year. The 2026 meeting schedule has been provided for Council review. The first meeting is scheduled for January 22nd. 

 

If the Council chooses to make appointments, staff also requests direction regarding travel authorization, including reimbursement for registration, lodging, and transportation costs consistent with the City’s travel and expense policies.



IV.   ALTERNATIVES:

None as staff is seeking direction and interest from Council members in possibly being appointed. 

V.    FISCAL IMPACT:

the only costs associated with serving on the committees would be travel expenses for hotel, mileage and meals. That is undetermined at this time. Expenses would come from corresponding council travel budgets.
