I. RECOMMENDATION:
It is recommended that the Coalinga City Council accept the project as complete, authorize the City Engineer to file the Notice of Completion for the project with the County Recorder and notify surety to exonerate contract bonds, and authorize the Finance Department to release the 5% construction retention payment to Juarez Brothers General Engineering 35 days after recordation of the Notice of Completion by the Fresno County Registrar-Recorder’s Office, contingent upon no claims being filed on the project.
II. BACKGROUND:
On June 18, 2025, the City Council awarded a construction contract to Juarez Brothers General Engineering, Inc. in an amount of $585,347.00, with an additional contingency of $58,534.70 set aside for any unforeseen incidentals for a total authorization amount of $643,881.70.
Scope of work items include construction surveying, environmental mitigation compliance, dust control, earthwork, drainage, and utility improvements, striping and signage, split rail fence, water fountains, and material testing. Construction improvements include, but not limited to, ADA compliant curb ramps, concrete sidewalk, concrete retention curbs, concrete curb and gutter, a trench drain, a valley gutter, and landscape improvements that include retention areas of gravel, river cobble, and mesa boulders. Street improvements include, but not limited to reconstruction of Cherry Lane.
A notice to Proceed was issued to Juarez Brothers General Engineering, Inc. providing 60 working days to complete construction.
III. DISCUSSION:
The project which was scheduled for completion on October 14, 2025 was ultimately completed on December 16, 2025.
The project saw an increase to bid items like old HMA found in the field, additional surveying from the kit fox den, and landscaping changes for a total of $44,363.18. The final contract amount is $629,710.18.
An initial inspection of the project was performed October 24, 2025, which included preparation of a final punch list of items. The punch list items were completed on December 16, 2025. The notice of completion, when filed, begins a time period for which mechanics liens, liens against the contractor, and stop payment notices can be filed against a public construction project. It is a protection for the City during a construction project. Staff is not aware of any issues related to this project.

V. FISCAL IMPACT:
The project was funded from ATP4/SB1 and Measure C funds. There is no fiscal impact to the General Fund. | | |
