I. RECOMMENDATION:
It is recommended that the Coalinga City Council: award a Contract in the amount of $228,800.00 to Corrpro Companies, Inc. for the Natural Gas Cathodic Protection Deep Anode Well #4 & #10 Replacement Project. It is also recommended that a contingency of 10% ($22,880.00) be included in the Council action to cover any unforeseen incidentals for a total authorization amount of $251,680.00.
II. BACKGROUND:
On August 21, 2025 the Coalinga City Council approved moving ahead with the Natural Gas Project.
III. DISCUSSION:
City Staff received and opened 2 bids for this project on 1/8/2026, at 2:00pm. Corrpro Companies, Inc. was the apparent low bidder with a total bid proposal of $228,800.00. The Engineer’s Estimate was $222,450.00. The entire bid summary is included as Attachment “A”. Corrpro Companies, Inc., has furnished the required bid bond. If the City Council decides to award the project to Corrpro Companies, Inc., and the “Notice to Proceed” is issued, the Contractor will have One-hundred Thirteen (113) working days to complete the work. The following is a tentative schedule:
Award of Contract: January 22, 2026
Start of Project: February 9, 2026
Completion of Construction: July 21, 2026
IV. ALTERNATIVES:
The alternative to this council action would be to reject all bids. If all bids are rejected, the City would have to re-advertise or cancel the project. Staff believes that re-advertising the project will not result in lower bids.
V. FISCAL IMPACT:
Total authorization request for this contract is $228,800.00 with an additional 10% contingency of $22,880.00 for a total of $251,680.00. This project will be funded though the gas enterprise fund. The original budget was $200,000 but after bids and contingency, it will be over budget by $51,680.00. As we develop the next gas enterprise rate case staff will be taking into consideration these costs and additional anode bed capital improvements in subsequent fiscal years. | | |
