I.    RECOMMENDATION:

Adopt Resolution No. 4306 accepting the conveyance of a permanent multi-use trail easement from JRyKO Joint Venture for Segment No. 7 of the Coalinga Multi-Use Trail System and authorize the City Manager to execute all documents necessary to complete the transaction and record the deed.

II.    BACKGROUND:

The City of Coalinga is implementing a phased Multi-Use Trail System to enhance pedestrian and bicycle connectivity, promote recreation, and improve public access throughout the community. The trail system is being constructed in multiple segments, with each segment requiring acquisition or dedication of the necessary property interests.

 

Segment No. 7 is a critical connection within the overall trail network. To facilitate construction and long-term maintenance of this segment, the City negotiated the acquisition of a permanent trail easement from JRyKO Joint Venture, a general partnership, over a portion of Assessor’s Parcel Number 071-020-58S.



III.   DISCUSSION:

The City and JRyKO Joint Venture entered into an Agreement for Acquisition of Property providing for the conveyance of a Permanent Multi-Use Trail Easement associated with Segment No. 7. The easement area contains approximately 15,075 square feet, more or less, and is legally described and depicted in the attached exhibits prepared by Tri City Engineering.

 

The City Council previously approved Resolution No. 4306, authorizing acceptance of the easement and determining that the action is not a project under the California Environmental Quality Act (CEQA) pursuant to California Public Resources Code Section 21065.

 

A Certificate of Acceptance has been executed by the City Manager, confirming the City’s acceptance of the real property interest and authorizing recordation with the Fresno County Recorder.

 

Acceptance of this property interest:

  • Secures the right-of-way necessary to complete Segment No. 7;

  • Advances implementation of the City’s Multi-Use Trail Master Plan;

  • Provides long-term public benefit for active transportation and recreation; and

  • Supports grant compliance and future funding opportunities related to trail development.



IV.   ALTERNATIVES:

None

V.    FISCAL IMPACT:

Funding for the acquisition of the property interest for Segment No. 7 was previously identified and is included within the approved Multi-Use Trail project budget. There is no additional fiscal impact associated with acceptance of the property.
