I. RECOMMENDATION:
Authorize the City Manager to solicit a Request for Qualifications (RFQ) for on-call photography services, review and evaluate submitted qualifications, negotiate a scope of services, cost, and professional services agreement with the selected firm(s), and return to City Council for contract approval, if required.
II. BACKGROUND:
The City of Coalinga periodically requires professional photography services to support City operations, public communications, economic development initiatives, public safety outreach, infrastructure documentation, City Council activities, and special events. These services are used across multiple platforms including the City website, social media, printed materials, staff reports, grant applications, press releases, and historical archives. These services will not take away/replace from duties or activities that the Public Outreach Coordinator already does.
An RFQ for On-Call Photography Services has been prepared to solicit qualified photographers capable of providing professional, timely, and high-quality services on an as-needed basis
III. DISCUSSION:
Authorization of this item will allow staff to formally solicit and evaluate statements of qualifications from professional photographers. Following review of submitted RFQs, staff intends to negotiate a contract with the most qualified firm based on experience, quality of work, availability, and overall value to the City.
Contract execution will be consistent with City purchasing authority and professional services thresholds. If required, the negotiated professional services agreement will be brought back to City Council for approval.
This approach provides flexibility to secure high-quality photography services while maintaining fiscal oversight and alignment with City procurement practices.
IV. ALTERNATIVES:
- Direct staff to modify the RFQ prior to issuance.
- Take no action and continue to procure photography services on an ad-hoc basis.
V. FISCAL IMPACT:
There is no immediate fiscal impact associated with authorizing issuance of the RFQ. Any photography services procured will be funded through existing departmental budgets on an as-needed basis, subject to available appropriations. Any adjustments to the budget will come as a budget adjustment as needed. | | |
