I. RECOMMENDATION:
Discuss and provide direction on the establishment of an ad hoc City Council committee to support community outreach and interagency communication.
II. BACKGROUND:
Mayor Vosburg has requested that the City Council consider establishing an ad hoc committee to formally support communication and coordination with public and private agencies, including but not limited to the school district, hospital board, and local nonprofit organizations.
III. DISCUSSION:
The proposed ad hoc committee would consist of the Mayor, Mayor Pro Tem, and one alternate Councilmember, along with the City Manager and rotating staff members as needed at the direction of the City Manager. The committee would serve in an advisory capacity only, with no independent decision-making authority. Any recommendations or action items generated by the committee would return to the full City Council for discussion and formal approval.
The intent of the committee is to provide a Council-authorized structure for outreach and coordination with external agencies while maintaining transparency and compliance with applicable open meeting laws. The establishment of this committee would not restrict individual Councilmembers from continuing to meet independently with community organizations or stakeholders.
If approved, the committee would be established and then staff would come back on on January 22, 2025 with an official policy for the council to approve, however, at the discretion of the Council, the council can permit meetings to occur with stakeholders with the City Manager in the meantime so to not delay ongoing policy efforts with stakeholders.
