I.    RECOMMENDATION:

This is a Future Agenda Item requested by Councilman Adkisson. The City Manager recommends the Council authorize the ordering of an appraisal for surplus land located at 180 Pierce Street in order to acquire the Successor Housing Agency property for the City's Cottage Home Program. 

II.    BACKGROUND:

Under the Dissolution Act, the City is required to dispose of real property it received as housing assets from the former Redevelopment Agency. 

 

The City recently completed the surplus property disposition process for the subject property as required under the Surplus Land Act and the California Department of Housing and Community Development's ("HCD") implementing guidelines for all Housing Successor Agency properties. 



III.   DISCUSSION:

Councilman Adkisson has proposed the City purchase the property from the Successor Housing Agency and then build two small cottage homes on the lot using 2 of the 3 floor plans for the cottage homes. One of the homes shall be facing the street and the other would face the alleyway. The cottage homes would then be used as "model homes" in order for the community to see how the program could work in our community. At some point, the property would then be placed on the market and sold as low-moderate income housing.  

IV.   ALTERNATIVES:

Do not authorize the ordering of an appraisal. 

V.    FISCAL IMPACT:

The cost of an appraisal is estimated to be about $3,000 and would come from the Low-Moderate Income Housing Asset Fund.
