I.    RECOMMENDATION:

It is recommended that the Coalinga City Council:

 

  • Accept the project as complete. 
  • Authorize the City Engineer to file the Notice of Completion for the project with the County Recorder and notify surety to exonerate contract bonds.
  • Authorize the Finance Department to release the 5% construction retention payment to RJ Berry Jr, Inc. 35 days after recordation of the Notice of Completion by the Fresno County Registrar-Recorder’s Office, contingent upon no claims being filed on the project.


II.    BACKGROUND:

On September 16, 2021, the City Council awarded a construction contract to RJ Berry, Jr, Inc. in an amount of $406,007.00, with an additional contingency of $40,600.70 set aside for any unforeseen incidentals for a total authorization amount of $446,607.70.    

 

The project included work to both 7th Street between Elm and Forest and Mountain View between Washington and College. Work included demolition of existing improvements, sawcutting, roadway excavation and grading, installation of curb and gutter, retaining curb, sidewalk, alley approach, driveway approach, A.C. pavement, aggregate base, sidewalk drain pipe, storm drain inlet, existing utility lid adjustment, three curb returns, 19 street trees and rubberized tree surround, thermoplastic striping, thermoplastic pavement markings, and construction surveying.

 

A notice to Proceed was issued to RJ Berry, Jr, Inc. providing 65 working days to complete construction at both sites. 



III.   DISCUSSION:

The project was substantially completed on May, 27, 2022, where it was opened for public use. The final contract amount is $420,778.48 which is within the amount approved by City Council on February 17, 2022.

 

The final inspection was performed on March 31, 2022 and a list or corrective items was delivered to the contractor. The date of final completion for the project is June 15, 2022, 2 weeks ahead of schedule.  The notice of completion, when filed, begins a time period for which mechanics liens, liens against the contractor, and stop payment notices can be filed against a public construction project. It is a protection for the City during a construction project. Staff is not aware of any issues related to this project.

V.    FISCAL IMPACT:

The project was fully funded by RDA Bond Proceeds and Local Street Funds.
