I.    RECOMMENDATION:

Councilmen Adkisson requested the cost of a mobile solar trailer with surveillance cameras, to be used at events such as the City of Coalinga’s Annual Horn Toad Derby.



II.    BACKGROUND:

On June 15, 2022, Horn Toad Derby debriefing was held at City Hall with City representatives and members of the Coalinga Area Chamber of Commerce and Coalinga-Huron Recreation & Parks District. The committee discussed several ideas and recommendations in improving safety for next year’s event, along with having a follow up meeting to discuss those recommendations.  Councilmen Adkisson requested the cost of a mobile solar trailer with a surveillance camera.

 

Staff reached out to three vendors who specialized in surveillance equipment and they each provided a proposal-see below.  

Proposals (refer to attachments for further details):

 

First: Local Fresno County Vendor Surveillance Integration, cost $29,562.92, which includes delivery, system programming, software application, training, and connectivity requirements.

 

Second: Out of State Vendor WCCTV, cost $30,057.00, which includes training and analytics license, however, the cost doesn’t include shipping.

 

Third: Tulare County Vendor Wifi-Eye, cost $55,000.00 The Vendor specializes in monthly leasing for a mobile solar trailer with cameras at $2,965.00 per month.



III.   DISCUSSION:

Mobile solar trailers with surveillance cameras are used by Law Enforcement, businesses and contactors to deter criminals or capture crime at specific locations where electrical power is not accessible. The Coalinga Police Department would benefit in having this equipment. However, at this time, the Police Chief recommends we hold off in purchasing the equipment.  The Chief is in the process of revamping the City’s surveillance cameras and believes he will come up with a less expensive mobile trailer with a camera.



IV.   ALTERNATIVES:

One alternative is not to purchase the mobile solar trailer at this time.  Second alternative is to invest in revamping the City’s surveillance cameras.  The surveillance cameras renovation will be partly funded by grant funds; however, future City funds may be needed to expand the surveillance cameras throughout the City.



V.    FISCAL IMPACT:

There would be a fiscal impact to the General Fund of approximately $30,000 for purchasing the mobile solar trailer equipment, which doesn’t include support maintenance.  This is unbudgeted.
