I. RECOMMENDATION:
Adopt Resolution No. 4102, accepting the dedication of that certain property located at 750 Monroe Street for Irrevocable Offer of Public Street Easement purposes.
II. BACKGROUND:
The applicant made an application for Site Plan Review SPR-A-18-01 for a residence on a 2.2± acre parcel at 750 Monroe Street. The parcel is an unsubdivided remainder of Tract No. 4392, Hill View Estates that recorded a dedication for a 50’ wide Public Utility Easement currently used by the city to provide sewer and water utilities to the subdivision. The application for SPR included a condition of approval for an Irrevocable Offer of Public Street Easement Dedication to the City of Coalinga over the existing Public Utility Easement dedication.
III. DISCUSSION:
California Government Code Section 7050 authorizes the creation of an irrevocable offer of dedication of land for any public purpose with the consent of the City for future dedication acceptance. This Irrevocable Offer of Public Street Easement Dedication permits construction of a future public roadway to residential zoned property to the west.
The owner of the property has executed the irrevocable offer of dedication and staff is seeking council acceptance so that the City Engineer may record said document for future dedication when development occurs to the west of the subject property.
IV. ALTERNATIVES:
- Do not approve Resolution No. 4102 – Staff does not recommend.
- Amend Resolution No. 4102 and direct staff accordingly
V. FISCAL IMPACT:
