I.    RECOMMENDATION:

There is no staff recommendation.  This item was requested as a Future Agenda Item by Mayor Pro Tem Singleton.

II.    BACKGROUND:

On April 16, 2018, as a Future Agenda Item request from Nathan Vosburg, Mayor at the time, Council voted for staff to bring back an Ordinance related to commercial vehicle parking in the City of Coalinga.

 

September 6, 2018, Council was provided with an agenda item to review, approve and waive Ordinance 817 related to commercial vehicle parking in the City of Coalinga. The item was tabled by Council.

 

January 3, 2019, Council reviewed, approved and waived Ordinance 817 related to commercial vehicle parking in the City of Coalinga.  The Ordinance allowed Council to designate commercial vehicle parking by Resolution.

 

February 7, 2019, Council waived the second reading and adopted Ordinance 817 regarding commercial vehicle parking and did not approve Resolution 3888 designating commercial vehicle parking along the South shoulder of Pacific Street between Elm and Forest Avenues and the East should of Merced Avenue between Lucille and Jayne Avenue.  That resulted in no designated commercial vehicle parking areas within Coalinga City limits.  Council directed staff to bring back Resolution 3888 with the City-owned superfund site located at Pacific and Elm to be designated for commercial vehicle parking.

 

February 21, 2019, staff brought back Resolution 3888 recommending the South shoulder of Pacific Street between Elm and Forest Avenues and the East should of Merced Avenue between Lucille and Jayne Avenue as the superfund site was not feasible.  Council tabled the item, again, resulting in no designated commercial truck parking area.

 

On April 7, 2022, this information was again provided to the City Council.

 

On April 22, 2022, Mayor Pro Tem Singleton requested a future agenda item to discuss possible parking locations for commercial vehicles.  The item has now been placed on the May 5, 2022, City Council agenda for discussion.



III.   DISCUSSION:

To date, commercial vehicles are not permitted to park within Coalinga City limits.

 

This item has been placed on the agenda for Council to discuss possible parking locations and direct staff.

 

Staff's initial recommendation would be for a private entity to offer commercial vehicle parking.

 

Since there seems to be no interest with any businesses in creating commercial vehicle parking, staff's alternative recommendation is to designate commercial vehicle parking along the South shoulder of Pacific Street between Elm and Forest Avenues and the East should of Merced Avenue between Lucille and Jayne Avenue.

None. Seeking discussion and direction.
