I.    RECOMMENDATION:

It is recommended that the Coalinga City Council Award a Contract in the amount of $568,168.00 to HBC Enterprises, 1840 Shaw Ave., Suite #105-08, Clovis, CA 93611 for the Coalinga Fire Department On-site Improvements Project. It is also recommended that a contingency of 10% ($56,816.80) be included in the Council action to cover any unforeseen incidentals for a total authorization amount of $624,984.80.



II.    BACKGROUND:

In April 2021, the Coalinga City Council directed staff to prepare engineering plans and specifications and authorized a call for bids for the Coalinga Fire Department On-site Improvements Project.  The primary scope of work includes on-site improvements to the City of Coalinga Fire Department located at 300 Elm Ave, Coalinga, CA 93210. The work entails but is not limited to: construction surveying, tree and landscaping removal, demolition of existing concrete improvements, excavation of existing asphalt concrete parking lot and grading and compaction of subgrade, placement of aggregate base, construction of fiber reinforced Portland cement concrete parking lot, perimeter block wall, vehicle cantilever gate and pedestrian gate with access control, construction of generator pad and installation/connection of 100KW stand-by generator, site lighting, miscellaneous electrical work for ambulance shore power connections, and placement of striping and signage. Contractor shall note that the Coalinga Fire Department is to remain operational throughout the entirety of construction.



III.   DISCUSSION:

City Staff received and opened four (4) bids for this project on March 24, 2022, at 2:00pm. HBC Enterprises, was the apparent low bidder with a total bid proposal of $568,168.00. The Engineer’s Estimate was $324,560.00. The entire bid summary is included as Attachment “A”. HBC Enterprises has furnished the required bid bond.  If the City Council decides to award the project to HBC Enterprises, and the “Notice to Proceed” is issued, the contractor will have 50 working days to complete the work. The following is a tentative schedule:

 

Award of Contract:                             April 7, 2022

Start of Construction:                         April 25, 2022

Completion of Construction:              June 27, 2022



IV.   ALTERNATIVES:

The alternative to this council action would be to reject all bids.  If all bids are rejected, the City would have to re-advertise or cancel the project. Staff believes that re-advertising the project will not result in lower bids.

 



V.    FISCAL IMPACT:

Total authorization request for this contract is $568,168.00 with an additional 10% contingency of $56,816.80 for a total of $624,984.80.  This item was budgeted for FY 21-22. It was approved by Council at an estimated cost of $421,955.00 at the April 1, 2022 Council meeting. The project bids results have come in $146,213 above the initial engineers estimate due to adding the completion of the station generator installation to the scope of work as well as rising supply cost. The additional cost will be covered by the IGT fund balance. The current IGT fund balance is approximately 4.8 million and ca support this project
