I.    RECOMMENDATION:

Staff recommends adopting Resolution No. 4073 designating Non-Sworn Public Safety Employees as members of the Public Safety Non-Sworn Employees Bargaining Unit and authorize the City Manager to sign all necessary documents to accomplish said designation. 

II.    BACKGROUND:

Non-Sworn Police Technicians are currently members of the Coalinga Police Officers' Association which includes all Police Officers. Currently Non-Sworn Fire Department employees are not members of any bargaining unit. 

III.   DISCUSSION:

As Police Technicians I-III, Emergency Medical Technicians and Paramedics are not sworn public safety employees, it is beneficial and reasonable to move them into the same bargaining unit as they share more a community of interest with other non-sworn employees. 

 

The City sent a letter to the representatives of the Coalinga Police Officers' Association to meet and consult the change for these employees, but did not receive a response. 



IV.   ALTERNATIVES:

Council can decide not to authorize the designation and non-sworn Police Technicians would remain members of the Coalinga Police Officers' Association. Council will need to provide alternative direction.
