I.    RECOMMENDATION:

The Assistant City Manager is requesting the City Council authorize the the Public Works Department spending authority of $150,000 to purchase a new/used bucket truck in order to allow flexibility in purchasing without delay.

II.    BACKGROUND:

In Fiscal Year 2022 the Public Works Department was appropriated $150,000 from Transportation Development Act, Article VIII Funds (TDA) to purchase a new bucket truck to replace the existing bucket truck that is now out of service. The existing bucket truck is a 1997 Ford  F-Super duty which is due for a tune-up/service and in need of new belts. The main issue is that it leaks hydraulic fluid and the main extension boom not operational. The boom needs significant overhaul. This is especially needed since the City will be eventually taking ownership of all the street lights this year in the City and will need a reliable bucket truck to repair, service and maintain the street lights in town.

III.   DISCUSSION:

Currently a new bucket truck may take between 12-18 months from the time of order to delivery. Based on the need for a bucket truck at this immediate time, staff has been looking at newer used bucket trucks from different dealers, however when staff has found a truck that fits the need of the department, between the time finding one and getting approval from Council they are sold before it could get on a council agenda. Therefore, staff is requesting Council authorization to purchase a bucket truck with a total contract price not to exceed the budgeted amount of $150,000 in order for staff to purchase the bucket truck if one is found without any delay.  

IV.   ALTERNATIVES:

  • Do not authorize staff the spending authority and require the purchase to come before Council before a contract is signed. 


V.    FISCAL IMPACT:

The purchase of the bucket truck is a budgeted expense of $150,000 from the TDA Article VIII fund.
