I.    RECOMMENDATION:

This item has been placed on the agenda by the City Manager to have a discussion with Council to determine if there is an interested with reinstating the Crossing Guard positions.

II.    BACKGROUND:

The City previously employed crossing guards  to provide traffic control and safe crossing for students around CHUSD schools.  These crossing guards reported to the School Resource Officer or other assigned Police Officer and were members of the Police Department.

 

The City had approved 3 Crossing Guard positions through FY 2017 and the positions were then eliminated.



III.   DISCUSSION:

We are seeking direction from the Council regarding whether or not there is a desire to reinstate the Crossing Guard positions.  Staff has spoken with CHUSD Superintendent Villanueva who would, ideally, like a total of six (6) Crossing Guards.

 

The plan would be for the City to employ all six (6) Crossing Guards, at a cost of approximately $9,000 per Crossing Guard (totaling $54,000) and CHUSD would fund half of the cost (Split $27,000 cost to the City and $27,000 cost to CHUSD).

 

CHUSD would provide a list of locations and coverage times and the City would provide necessary training and supplies.

 

Crossing Guards would work a split shift with one hour of coverage in the morning and one hour of coverage in the afternoon.  Hours would be determined by school schedule and Crossing Guards would not work during school breaks.

 

If the consensus of the Council is to move forward with reinstating the Crossing Guard positions, staff will continue discussions with CHUSD and bring back a contract for Council consideration as well as an updated Job Description and Pay Scale for the Crossing Guard position.



IV.   ALTERNATIVES:

Do not reinstate Crossing Guards.

V.    FISCAL IMPACT:

An ongoing annual cost of approximately $27,000 for personnel and up to $1,000 in supplies.  These costs would come from the City's General Fund and are currently not budgeted.
