I.    RECOMMENDATION:

City Manager and Assistant City Manager recommend the City Council approve the recommended project scope for Centennial and Sandalwood Parks for the use of California Parks Per Capita Funding. 

 



II.    BACKGROUND:

City Council Consideration and Approval of Resolution No. 3916 Approving the Submission of Application(s) for Per Capita grant funds through the CA State Department of Parks and Recreation. 

 

This parks grant program originates from Proposition 68, placed on the ballot via Senate Bill 5 and approved by voters on June 5, 2018. Within proposition 68 there was a competitive and per capita program developed. $188,000,000 in funds have been made available for local park rehabilitation, creation, and improvement grants to local governments on a per capita non-competitive basis. Recipients are encouraged to utilize awards to rehabilitate existing infrastructure and to address deficiencies in neighborhoods lacking access to the outdoors. 

 

The City of Coalinga is an eligible agency to receive $177,952 in state funds from this program. There is a 20% match since the City of Coalinga does not qualify as a severely disadvantage community (60% of AHMI). 

 

When staff presented the resolution to the City Council project funds were expected to spent at Centennial Park and Sandalwood Parks. 

 

Staff had discussed possible amenities that are lacking at our park spaces and concluded that amenities such as sail shades (over play structures), swings, shade structures, and exercise equipment that may provide quality improvements to our local park facilities. 



III.   DISCUSSION:

The City was advised of its allocation earlier in the year and staff had begun looking into certain amenities that would fit at each park location as well as within the budget the City was allocated. After looking into pavilions, picnic benches and shad structures, staff looked into the direction of outdoor fitness equipment for both Centennial Park and Sandalwood Park. The City Engineer prepared costs for both parks and it will fit within the City's allocated parks funds. 

 

Staff is recommending purchasing and installing a Greenfields Outdoor Fitness Small Space Outdoor Fitness package which includes 7 stations and signage at each park location. It would be installed on a concrete slab and the City would also install a large shade structure over the outdoor fitness area. A copy of the small package and price quote (equipment only) has been attached. 

 

Staff feels that this would be a great active amenity at the City's two (2) owned and operated parks which is a requirement of the grant program. 



IV.   ALTERNATIVES:

  • Do not approve staff recommended scope and direct staff accordingly - the deadline for submitting applications for projects is December 31, 2021. - Staff does not recommend this action. 


V.    FISCAL IMPACT:

The City is eligible for $177,952 in per capita funding through the State Department of Parks Prop 68 funding program. There is a 20% grant match which will have to come from park impact fees.
