I.    RECOMMENDATION:

Staff has no formal recommendation.



II.    BACKGROUND:

Previously, the City Council requested the investigation of a speed hump/lump program as a future agenda item.  Staff has researched what has worked for other cities and reorganized those ideas into what should work for Coalinga into a draft plan which is being presented in this report as an attachement.



III.   DISCUSSION:

The speed hump/lump program is designed to make our residential streets safer by reducing speeds of traffic in the area.  As proposed, this would be a voluntary program requiring a voting process of those effected in the area.  The specifics of the proposed voting process can be seen in the attached draft document.

 

If a vote were to pass, one or more durable rubber speed humps would be installed by public works in the area.  Similarly, a voting process is also required to remove/relocate the hump or add additional humps.

 

In regard to cost and payment, there are a few strategies that can be deployed.  Mention of cost and payment strategies were left out of the draft document as they vary wildly.  The estimated cost per speed hump is $1000 in materials (not including labor), and speed tables are estimated to be $2000.  This price will vary by vendor, materials, and design.

 

Here are some examples of payment structures:

  • People who register a “Yes” vote would be on the hook for a fair portion of payment.
  • The City could absorb a determined portion of the cost.  Waiving time and labor is an example of this.
  • The City could fund the entire cost.

 

The design and markings are preliminarily based on the Manual on Uniform Traffic Control Devices (MUTCD), but this is in no way required.  Many alternatives are available.  Some examples have been included in the draft plan.

There is no fiscal impact at this time.
