STAFF REPORT - CITY COUNCIL/SUCCESSOR AGENCY/PUBLIC FINANCE AUTHORITY

Subject:Authorize Replacement of Sludge Pump at the Wastewater Treatment Plant
Meeting Date:May 6, 2021
From:Marissa Trejo, City Manager
Prepared by:Sean Brewer, Assistant City Manager

I.    RECOMMENDATION:

Assistant City Manager recommends approval to purchase a Sludge Pump for the Wastewater Treatment Plant sludge beds.

II.    BACKGROUND:

The purpose of the sludge pump is to move primary sludge from the clarifier to the digester for further treatment.  If these solids are not properly removed from the waste stream, it could result in a violation of the Waste Discharge Requirements.

III.   DISCUSSION:

The pump currently in operation is an original piece of equipment that has reached the end of its service life.  The pump leaks a significant amount of sludge, resulting in a mess and an unsafe environment that the operators must clean up daily.  Attempts at normal pump maintenance, such a replacing or tightening the pump packing, have been unsuccessful. Staff and the operators at the plant are recommending replacement.

IV.   ALTERNATIVES:

  • Do not authorize purchase - staff does not recommend.

V.    FISCAL IMPACT:

Authorization to purchase a sludge pump for the Wastewater Treatment Plant in the amount of $49,220 (not including any adjustments to piping, supports or other equipment) will be taken out of the Water Enterprise Fund's Major Machinery & Equipment. The General Fund will not be affected. Additional installation costs will be covered under budgeted FY operations funds.
