I. RECOMMENDATION:
Authorize Purchase of Schwarze Model A9 Monsson TIER IVF Street Sweeper for Public Works.
II. BACKGROUND:
The Public Works Department currently owns two Street Sweepers. The oldest is a 2003 Freightliner that is being used as a backup to the 2015 Freightliner that is currently being utilized on a daily basis. The life expectancy for a Street Sweeper is 5-7 years. Staff is asking to approve purchase of a new street sweeper keeping the 2015 unit as a backup and surplus the 2003 unit.
III. DISCUSSION:
The two Street Sweepers the City operates have surpassed and/or reaching their life expectancy. Maintenance for these two vehicles have surpassed $45,000 in the past 3 years and we are expecting more costs in the coming yeas. Increased maintenance related issues with both units has also resulted in a lot of down time and streets not being swept.
Staff added the purchase of a new street sweeper in the proposed FY21/22 budget, however, staff believes this purchase needs to be done immediately as to reduce maintenance costs and downtime. In the past couple months the street sweeper has been down on multiple occasions for extended periods of time.
Staff has spoken to multiple manufactures and staff feels that the Schwarze Model A9 Monsson TIER IVF Street Sweeper meets the needs of the City and at a reasonable price. The purchase will be used via a Sourcewell pre-negotiated price.
The Schwarze® A9 Monsoon™ is a heavy-duty, chassis mounted, regenerative air street sweeper with a 9.6 cubic yard hopper. The A9 Monsoon™ has the largest standard hopper in the industry. Larger capacity means more sweeping and less dumping. The A9 Monsoon’s capacity has made it a favorite in regions where leaf sweeping isn’t just a task, it’s a way of life. To work in concert with the large hopper, the A9 Monsoon also features the largest dump door in its class, allowing a full packed hopper to empty with ease. Like other Schwarze’s sweepers, large flow area saw tooth drop-down screens allow debris capacity all the way to the screens without plugging.
IV. ALTERNATIVES:
- Do nothing and continue to repair ongoing issues resulting in downtime.
V. FISCAL IMPACT:
The Street Sweeper will be $311,329.74 and will come out of Measure C Flexible Funding where there are sufficient funds to cover the cost. |
