I.    RECOMMENDATION:

The police department is requesting to purchase 5 new patrol vehicles using COPS Grant funding.

II.    BACKGROUND:

The police department is in need of purchasing new vehicles to replace older patrol vehicles that have continuous mechanical issues.  The police department is wanting to replace the two patrol Chevy Caprices, Ford F150 and the Ford Interceptor SUV K9 vehicle.

 

The two 2014 Caprices have been having air conditioning and electrical issues for the last several years.  Parts are no longer made for these vehicles as the Australian based manufacturer who contracted with Chevrolet went out of business.  The last time we had one that needed repair, it was in the shop for several months waiting on parts.

 

The 2009 Ford F150 has been in the patrol fleet the longest.  A newer vehicle meeting new pursuit and safety ratings is needed mainly for liability purposes.  This vehicle is also in need of a paint job and interior work as seats are badly worn.

 

The 2013 Ford Interceptor SUV has been having issues with the air conditioning unit and with summer time approaching, the police department is wanting to avoid any possible issues that could negatively effect K9 Eli.  This is a common issue with K9 vehicles in general, especially in areas with higher temperatures.  This vehicle will be kept in the fleet as a back up K9 vehicle.



III.   DISCUSSION:

The police department has been working with Wondries Fleet Group out of Watsonville for pricing on the new vehicles and Dana Safety Supply for outfitting.  Both are on the state approved contract for fleet vehicles.  All vehicles that are being looked at meet current pursuit and safety ratings, thus lowing liability to the police department and the City.

 

The police department is wanting to purchase 3 - Ford Interceptor SUV's, 1 - Dodge Durango K9 SUV and 1 - Dodge Ram 1500 4x4 patrol truck.

 

The cost of the Ford Interceptor SUV's, with outfitting is $50,314.84 per vehicle.  The cost of the Dodge Durango K9 SUV, with outfitting, is $56,940.31 and the cost of the Dodge Ram 1500 4x4 patrol truck, with outfitting is $57,908.22.

 

The vehicles would be purchased using the police departments COPS Grant and would be purchased under a 5 year lease with an option to buy at the end of the 5 years.  The total cost of the lease would be $265,793.05, with annual payments being $58,720.08, the first payment being due 12 months after signing the lease agreement.  The last payment would be $1 and the police department would own the vehicles.  The financing will be handled by Lease Servicing Center, Inc. dba NCL Government Capital (NCL).

 

The police department purchased 6 vehicles in 2016 in the same fashion.  The vehicles were 2014 models, but still new on the lot when purchased.  The police department made the final payment on that lease this year.



IV.   ALTERNATIVES:

Council can deny this request and the police department will continue with its existing fleet.

V.    FISCAL IMPACT:

The will be zero impact on the City's General Fund.  The purchase of these new vehicles and equipment will be made using the police departments COPS Grant funding.
