II. BACKGROUND:
Manuel has been with the City just under 2 years and in that time, he has shown his ability to learn quickly. He is a hard worker and is very thorough with every job given to him. As you all know, last month, the City did a beautification week were employees from every department participated in code enforcement issues. Manuel exceeded expectations and did a great job helping in getting the City cleaned up.
