I.    RECOMMENDATION:

There is no staff recommendation.  This item was requested as a Future Agenda Item by Councilwoman Stolz and is informational only.

II.    BACKGROUND:

Councilwoman Stolz requested an item summarizing the action steps the City has taken relating to the COVID-19 pandemic.

III.   DISCUSSION:

A summary of action steps follows:

 

1.  The City established TextMyGov, an alert system.

2.  The City established a COVID-19 newsflash on the City website with COVID-19 related information.

3.  The City trained staff on COVID-19 through an online training video provided by our risk management provider.

4.  The City shared the COVID-19 online training video with the public via the City's Facebook page.

5.  The City sent a letter to local grocery stores requesting specific precautionary measures.

6.  The City closed City Hall to the public.

7.  The City has allowed businesses to advertise for free on the Community Pride Sign.

8.  The Mayor provides a weekly written update to the community.

9.  The City is allowing businesses to disconnect City utilities while they are closed and reconnect those utilities with no reconnection fee or requirement to pay the previous balance in full prior to reconnecting.

10.  The City has collected information from the Fresno County Economic Development Corporation regarding assistance for small and large businesses and distributed that information to local businesses.

11.  The City is participating in Fresno County's screening requirement for employers and we have shared that screening information with the public via the City's Facebook page.

12.  The City is allowing businesses to establish individualized payment arrangements.

13.  The City has proclaimed a local emergency allowing the City to be eligible for state and federal funding relating to the pandemic.

14.  The City has been very active on its Facebook page posting and sharing information relating to COVID-19.

15.  The City has relaxed the semi truck parking rules.

16.  The City has relaxed the RV parking rules.

17.  Public Works employees have been sanitizing public spaces.

18.  The City has not been disconnecting City utility services for non-payment.

19.  The City has reached out to utility account holders who had previously been shut off for non-payment to allow them to have utilities restored with an individualized payment plan.

20.  The City has suspended non-essential City services.

21.  The City established a price and rate freeze on consumer goods and lodging facilities.  Businesses cannot charge more than 10% above prices for such goods as of March 19, 2020.

22.  The City has closed all City parks.

23.  The City has established a rent deferral, eviction moratorium and foreclosure provision for those impacted by COVID-19.

24.  The City has separated employees into separate work vehicles to practice social distancing.

25.  The City has assigned telework to City employees when possible.

26.  The City has staggered employee work schedules so that ten or fewer employees are working at one work location at a time.

27.  City staff is disinfecting work spaces at least daily.

28.  City employees have been provided with appropriate personal protective equipment.

29.  The City has placed a COVID-19 announcement on the Community Pride Sign.

30.  The City has rented electronic billboard signs that have been placed around the City with a COVID-19 announcement.

31.  The City has met with State Assemblyman Joaquin Arambula.

32.  The City has met with Congressman TJ Cox.

33.  The City continues to work our lobbyist to push for local City control for reopening measures.
