Subject:Adopt Resolution No. 3948 Authorizing Ranch WIFI to Install Wireless Antennas On City Owned Property

I.    RECOMMENDATION:

Staff is recommending approval Resolution No. 3948 Authorizing Ranch WIFI to Install Wireless Antennas On City Owned Property.

II.    BACKGROUND:

Staff received a Conditional Use Permit (CUP) Application from Ranch WIFI (applicant) for a proposed wireless broadband network within various locations in the City of Coalinga. In order for the applicant to create this wireless network, they will have to install pole mounted, fence post extensions, and roof mounted antenna on utility poles, and buildings. Eight (8) of the nine (9) locations identified in the application are on facilities owned by the City of Coalinga. In order for the applicant to submit a CUP application for locations owned by the City, the City Council has to approve, not only the submission of the application, but the use of the subject properties as identified as exhibit “A” in Resolution 3948.



III.   DISCUSSION:

The locations that the applicant is requesting are the following:

 

  • Centennial Park
  • Walking Beam at Elm Ave Phelps Ave
  • Police Department
  • Polk and Ivey Street Median
  • Public Works Yard at Sacramento and Forest Street
  • Elm and Lucille – Utility Pole
  • S. Merced Storm Basin
  • Sandalwood Park

 

Details regarding their placement and mounting type have been attached to this report for the Councils consideration. Should the Council authorize the submission of the CUP application, the project will be conditioned on the successful negotiation of price and terms for use of the public property. Once Council approves Resolution No. 3948, staff will proceed with its review of the CUP application and consideration before the Planning Commission.



IV.   ALTERNATIVES:

Do not approve Resolution No. 3948 authorizing the submission of a CUP application related to installation of wireless infrastructure at the listed locations.



V.    FISCAL IMPACT:

There is not fiscal impact at this time until negotiations have been completed.
