Subject:Authorization to Purchase New Firearms for Police Department Using COPS Grant Funds

I.    RECOMMENDATION:

Police Chief and City Manager recommend authorizing the police department to purchase new duty weapons for all sworn personnel.     

II.    BACKGROUND:

The police department currently carries the Glock 22 and Clock 23 .40 caliber handgun as its primary duty weapon.  The police departments current policy allows sworn personnel to carry a personal weapon as their duty weapon as long as it meets the department's requirements, the officer qualifies with it and is authorized by the department's range master.

III.   DISCUSSION:

The current firearms are 10 years old and the ammunition for the .40 caliber handgun is approximately $241.87 for a case of 1000 rounds.  Most of the personal owned weapons the officers carry are .45 caliber and the cost is $280.42 for 1000 rounds. A normal order of ammunition for the police department is approximately $7,000.00 to $9,000.00.  The ammunition ordered includes mostly training ammunition, .223 caliber ammunition as well as buck shot and slugs for the shotguns. 

 

By going to the new Sig Sauer 9mm handgun it will be cheaper and easier for the officers to shoot because of the lesser recoil. The Modular-style of the gun also help the officer get a better grip because of the 3 different grip sizes as well as the ammunition cost.

 

If, for some reason, in the future, the department decides to change to a different caliber, this firearm would allow the department to purchase a conversion kit for approximately $300.00, instead of having to purchase another firearm.

 

The cost breakdown for the new firearms and holsters with the store credit is as follows:

 

22 New Sig Sauer P320 9 mm = $9,218.44

22 New holstesr for the P320 = $4,331.76

Total cost for new equipment = 13,550.20

 

Trade of 24 Glocks = $5,420.98

 

After trade in, the new cost for the firearms is $8,129.22



IV.   ALTERNATIVES:

Council can deny this request and the department will continue to carry its current weapon. 

V.    FISCAL IMPACT:

There is no fiscal impact to the general fund.  Funds for this purchase would come from the department's COPS grant which currently has a balance of approximately $111,693.30.
