STAFF REPORT - CITY COUNCIL/SUCCESSOR AGENCY/PUBLIC FINANCE AUTHORITY

Subject:Council Authorization of a Budget Appropriation to Design and Bid the Gale Ave Repaving Project Comprising of 200 Feet of Gale Ave between Elm Ave and the City Limits
Meeting Date:February 6, 2020
From:Marissa Trejo, City Manager
Prepared by:Sean Brewer, Assistant City Manager

I.    RECOMMENDATION:

Council authorization to proceed with the design and construction of 200 feet of Gale Ave between Elm Ave/SR198/33 and the City Limits.

II.    BACKGROUND:

Gale Ave from Elm Ave/SR 198/33 to the City Limits west is the responsibility of the City to maintain and it has become under disrepair and in desperate need of rehabilitation. Public Work Field Staff have in conjunction with the City Engineer have investigated the condition of the roadway to determine the course of action.

III.   DISCUSSION:

After investigating the condition of Gale Ave from Elm to the City Limits west, staff has determined that there is 200 feet of existing asphalt that needs to be repaired. The intended scope of work is to grind the roadway 2 inches and add a 2 inver overlay of asphalt. Once coring has been complete during the design phase, it will be determined whether additional base is needed to support the overlay.

Once design is complete, the City Engineer will advertise bids and then bring back to City Council for acceptance.

IV.   ALTERNATIVES:

Do not authorize the design and construction of Gale Ave.

V.    FISCAL IMPACT:

The engineer's estimate for the Gale Ave repaving project is $88,040.00 inclusive of design services, construction, and construction engineering support. Staff is requesting a $95,000 budget allocation to include a contingency should there be a need for additional base. This project will be funded with TDA Street Maintenance Funds.
