Subject:Authorize Purchase of Two New Ambulances

I.    RECOMMENDATION:

Chief Gabriel recommends approving the attached purchase order from Emergency Vehicle Group (EVG) for two new Wheeled Coach Ambulances.




II.    BACKGROUND:

We currently have 5 Wheeled Coach ambulances that comprise our fleet.  Except for the two ambulances purchased in 2016, our ambulances are high mileage and are developing increasing mechanical problems.  Three of the ambulances are 2002 Ford Van chassis.  Two are 2009 Chevrolet Truck Chassis.  All 3 ambulances were purchased used, and the mileage on the fleet ranges from 276,020 to 377,910.




III.   DISCUSSION:

We will be “tagging onto” the San Bernardino County Fire District bid to purchase these two ambulances, as we did in 2016.  A few changes were made to the base bid package.  We upgraded the air conditioner system, a liquid suspension system for improved ride quality, a FORD 5 Year/200,000 mile extended warrantee, and some other safety features. 

 

The previous bid in 2016 included new gurneys and loading mechanisms, which meet DOT recommendations for rollover safety.  These are not included in this bid, because we were able to secure better pricing direct from the manufacturer. 

 

As for the rest of the fleet, we are planning to surplus the three older units, which will decrease our ambulance fleet to four.   Because our units accumulate mileage so quickly, the plan for the future is to replace 2 ambulances every 2 years. 




IV.   ALTERNATIVES:

  1. Do not replace the current ambulances
  2. Look for another option for purchasing ambulances.



V.    FISCAL IMPACT:

The cost of purchasing the two new ambulances is $430.396.19, and can be paid from IGT funds we have available.  The purchase would have no impact on the current adopted budget or the General Fund.
