STAFF REPORT - CITY COUNCIL/SUCCESSOR AGENCY/PUBLIC FINANCE AUTHORITY

Subject:Discussion and Direction Regarding the Creation of an Adopt-A-Spot Program for the City of Coalinga
Meeting Date:August 1, 2019
From:Marissa Trejo, City Manager
Prepared by:Sean Brewer, (I) Public Works & Utilities Director

I.    RECOMMENDATION:

Staff recommends the creation of an adopt-a-spot program for the City. This was a future agenda item requested by Mayor Pro-Tem Ramsey.

II.    BACKGROUND:

The Adopt-a-Spot Program is designed to enable community groups, businesses, churches, schools, and other organizations to play an active role in keeping public spaces clean and beautiful, while allowing them to set their own schedule. It is also a great opportunity for students to obtain community service hours.

Volunteers could adopt spots around the City which include:

  • Creek trails
  • Neighborhood blocks
  • City-owned lots and alleys
  • Storm drain inlets
  • Gutter lines & sidewalks
  • Parks

III.   DISCUSSION:

The program will consist of an organization identifying a spot they would like to adopt and completing an online form for City approval. The term will be for one year at a time. Any liability forms and waivers will be completed as well.  Public Works will provide the group with basic maintenance training and make available for loan any personal protective equipment (safety vests, gloves, face masks, etc.), trash buckets, trash grabbers and trash bags if needed. Arrange for garbage pick up and tool lending as well.

IV.   ALTERNATIVES:

Do not approve the adopt-a-spot program. Staff does not recommend.

V.    FISCAL IMPACT:

None. All loaned items will be surplus maintenance equipment the department has already replaced.
