I. RECOMMENDATION:
City Manager recommends Council's adoption of Resolution No. 3905 regarding the City's support of the Countywide Homelessness Priorities for calendar year 2019.
II. BACKGROUND:
On June 4, 2019, the Fresno County Board of Supervisors unanimously adopted Resolution No. 19-236, which included the Homelessness Priorities for calendar year 2019. The list, which is not in priority order, was complied through meetings with incorporated cities and Directors of Departments of Behavior Health, Public Health, and Social Services.
III. DISCUSSION:
The County of Fresno requests the adoption of our own resolution to affirm the City's commitment to work collaboratively with the other incorporated cities and the County to strategically address homelessness countywide.
The priorities list addresses jurisdictional boundaries, transportation, outreach, housing, data collection, direct services, and the preservation of public health and public safety. These priorities will allow the County staff to focus on seeking funding, recommending allocation, and/or utilizing flexible homeless funding to deliver related services. The list would be updated based on data-driven outcomes or at least once each calendar year.
IV. ALTERNATIVES:
Do not adopt Resolution No. 3905.
