I. RECOMMENDATION:
Police Chief recommends approving the attached 1 year contract and allow the City to sign the agreement to provide services for one School Resource Officer to the Coalinga Huron Unified School District.
II. BACKGROUND:
3 years ago the department placed an officer in the schools and since that time we have seen a decrease in school related crime. The SRO assisted the school district as well as handled patrol duties when needed. The SRO responded to 906 incidents , 676 Officer initiated calls, made 81 vehicle stops, took 114 reports, made 22 arrests and wrote 36 citations during this last school.
III. DISCUSSION:
The District will reimburse the City for the total cost of the School Resource Officer position. Below are additional costs the school district will cover during the school year;
1. Annual salary and benefits, based on an officer pay. The salary will be adjusted depending on any future negotiated agreement between the City and the Police Officer’s Association.
2. Patrol vehicle fuel and repairs; $3,000.00 per year, first half paid in August, second half paid in January
3. The cost of this contract is to be paid by the District in two equal payments each fiscal year for the duration of the Agreement. The first payment is to be made in August with the second in January.
4.The District shall be responsible for all school related overtime incurred by the School Resource Officer. The City shall be responsible for any additional overtime incurred by the School Resource Officer while performing duties not related to the District. District overtime must have written agreement (via-email) from the Superintendent or Designee in advance, copy of time card, and paid via reimbursement.
IV. ALTERNATIVES:
Do not approve the contract. If not approved, the program will be cancelled and the department will loose the officer position.
V. FISCAL IMPACT:
The city will receive $100,580.00 for the cost of the officer and $3,000.00 for vehicle maintenance and gas. |
