I. RECOMMENDATION:
Staff recommends award of request for bids to SoCal SealCoat Solutions, LLC for the purchase of a CP-125 Heated Hose Machine in the amount of $69,818.25.
II. BACKGROUND:
The City of Coalinga owns and maintains 48 miles of roadways with an estimated value of $127 million dollars. To protect this investment, the City partnered with Fresno County to purchase StreetSaver, a Pavement Management software program.
As part of this partnership with Fresno County, a survey was conducted of all roads within the City by NCE (the consultant hired by Fresno County to run the program) during January 2019. The average pavement condition index (PCI) for City roads is 60 with categories of roads as follows:
Arterials: PCI 59, Collectors: PCI 50, Residential: PCI 62

Fair/Good (60-79)
Very Good/Excellent (80-100)
Relatively inexpensive maintenance such as sealing up all cracks in the roadway and slurry seals would prevent the PCI from dropping any further. Even improve the PCI slightly. The alternative is to do nothing, watch the roads drop in PCI and later attempt very costly roadway overlays or even full depth reconstruction.
III. DISCUSSION:
A request for bids was sent to equipment suppliers statewide. Two bids were received. SoCal SealCoat Solutions, LLC is the low bidder at $69,818.25. Municipal Maintenance Equipment provided a bid in the amount of $107,796.19.
A CP-125 Heated Hose Machine is ideal for road repair conditions within the City. With most City roads near or “at risk”, this equipment will allow Public Works to remove debris from the cracks within the roadway and apply crack seal material to seal up the road. The road would then be included in a slurry seal project as soon as possible. This maintenance strategy will prevent the roads from degrading further and will improve the overall PCI of all City roads.
IV. ALTERNATIVES:
Reject all bids. Staff can request bids at a later date but lower bid prices are not anticipated as this is the expected price for this equipment.
V. FISCAL IMPACT:
The CP-125 Heated Hose Machine is a budgeted item and will be purchased using only Enterprise funds and Gas Tax funds. There will be no impact to the General Fund.
