Subject:Council Direction Regarding Two (2) Future Vacancies on the Planning Commission

I.    RECOMMENDATION:

Staff is seeking the Council direction related to two (2) future vacancies on the Planning Commission.



II.    BACKGROUND:

There are two Commissioners who's terms will be ending in April of 2019. Commissioner Helmar's term as Planning Commissioner is set to end on April 7, 2019 and Commissioner Jacobs term is set to end on April 16, 2019. Both Commissioner Helmar and Jacobs have expressed interest in seeking reappointment by the Council. Commission Helmar has served for three years as she was appointed to finish out the term on commissioner Hill and commissioner Jacobs has served a full 4 year term. 

 

In accordance with Section 2-3.102, members of the Planning Commission shall be appointed by the Council. Any vacancy occurring on the Planning Commission by reason of death, resignation, removal or disqualification shall promptly be filled by the Council for the unexpired term of such member.



III.   DISCUSSION:

Staff is seeking direction from the Council as to how they would like address the commissioner term expirations in the Planning Commission. In this situation the Council has multiple options when appointing an existing or new member to the Commission:

 

  1. The Council may vote to reappoint the existing commissioners to a second term as they have both expressed interest in doing so.
  2. Any member of the Council can make a motion nominating a member of the public to the commission and vote accordingly; or 
  3. If members of the Council do not have an immediate recommendation to directly appoint they can direct the City Clerk to advertise for the Planning Commissioner position and staff will then bring back the list of applicants for consideration at a future meeting.

 

If Council chooses to advertise the open position, staff may reach out to previous applicants to see if they are interested in being appointed.  



IV.   ALTERNATIVES:

Alternatives were identified in the discussion section of this report above. There is no alternative of "no action" for this item.
