I. RECOMMENDATION:
There is no staff recommendation. This item was initially requested as a Future Agenda Item by Councilman Adkisson and was discussed on January 17, 2019. This is a follow up.
II. BACKGROUND:
An example of the Program from the City of Brentwood is attached.
III. DISCUSSION:
Staff has obtained the cost to make the banners from a local company. The banners will cost $67.12 each.
Those costs would be primarily covered by the Veteran or Veteran's family members. There was some interest from Council to cover the cost of the banner for disadvantaged veterans and veterans killed in the line of duty. Staff recommends capping the number of banners covered by the City at ten per year and processing them in the order in which they are submitted. This would limit the City's cost to $671.20 per year.
Staff has obtained the cost to make the brackets needed to hang the banners from a local company. The brackets are $80.00 each.
Staff's recommendation would be for the City to absorb the cost of the brackets as they will be reused multiple times and not specific to one Veteran banner. If the City ordered 40 brackets, the cost to the City's General Fund would be $3,200, which is unbudgeted.
Staff seeks direction from the Council to move forward in developing this program.
Many of the light posts where the banners would be hung are owned by PG&E so staff needs direction that Council is interested in moving forward now that the costs have been made available in order to seek approval from PG&E.
